About The Event
What will 2025 have in store for us? Will we see the geopolitical situation in the world worsen or improve? How will Trump 2.0 impact the world? Will the global economy bottom out? How will Southeast Asia be impacted by these developments? Will ASEAN and Singapore, which turns 60 in 2025, be able to leverage on these opportunities or will these changes prove to be more challenging? And how will trends such as AI, philanthropy, sustainability, intergenerational differences and the future of work continue to impact businesses here?
We don’t have a crystal ball to gaze into, but we were joined by over 200 people at the SGLN Alumni Conference: The World in 2025, a conference conceptualised and driven by the alumni of our pioneer cohort of SGLN Fellows. It was a dynamic day packed with six sessions and six curated tracks, featuring nearly 40 esteemed speakers who shared their perspectives on the opportunities and challenges ahead.
We were honoured to host distinguished speakers, including Ambassador Ashok Kumar Mirpuri (Head, International Policy and Governance, Temasek Holdings), Rahayu Mahzam (Minister of State for Health and Digital Development & Information) and Ravi Menon (Chairman of the Board of Directors, GFTN; Singapore’s Ambassador for Climate Action and Senior Adviser, National Climate Change Secretariat).
This marks our first community event of the year, and it was an incredible way to kick things off! From examining the geopolitical landscape and global economy to exploring trends in AI, sustainability, and the future of work, the discussions were thought-provoking and forward-looking. We also reflected on what Singapore’s 60th anniversary could mean for the region and how ASEAN might navigate the shifting tides of global developments.

Alvin Wee
Director, Operations, Thermo Fisher Scientific
Alvin works at Thermo Fisher Scientific and is currently the Operations Site Leader for Microarray. He is an electrical engineer by training and holds a Master’s degree in Engineering from National University of Singapore and a Master’s degree in Business Administration from Quantic School of Business and Technology. He is a certified Six-Sigma black belt practitioner as well as a trained Scrum master.
In the past two decades of his career, he has spent most of his time in various Technical Engineering and R&D functions. His industrial experiences range from semiconductor, solar cells/modules to life sciences. Over the many years, he is no stranger to business-critical challenges from product yields recovery to new product introduction scale-up. He is also an experienced teambuilder, re-designing organization structure for improved operations efficiency as well as people development on technical and leadership aspects. He is a strong proponent of Industry 4.0 and has made pioneering efforts in implementing several pillars in his current site.
The recent two years saw him transitioning to new areas of operations management: surrounding himself with the shopfloor people to drive engagement and efficiency as well as taking on site strategies and management. The transition away from technical operations has continued to grow him and equipped him with new skills of managing large people organization at different levels, as well as financial and business acumen.
He is currently a member of the company’s Gen2Gen business resource group which aims to foster intergenerational collaborations and connections on a global scale.

Andrea Phua
Senior Director, National AI Group, Ministry of Digital Development and Information
Andrea leads the Singapore Government’s efforts in fostering a thriving and globally-competitive digital economy, and drives the national agenda for the responsible development and deployment of AI.
Prior to her current role, Andrea spent nearly a decade as a trade negotiator for the Trans-Pacific Partnership, and was a diplomat in Washington DC. She began her career as an educator.
Andrea graduated with First Class Honours in English from University College London, and has a Masters with Distinction in Modern English Literature from the University of Oxford.

Annabella Ng
Senior Director for Public Policy, SHEIN
As Senior Director of Global Public Affairs at SHEIN, Annabella oversees public policy strategic advisory for technology, trade and investment, and Environmental, Social and Governance (ESG) issues, as well as engagements with public, non-profit and industry stakeholders around partnerships, initiatives and advocacy efforts. Her responsibilities include driving SHEIN’s ESG reporting and governance efforts, including overseeing SHEIN’s annual ESG report.
Prior to SHEIN, Annabella worked at Grab, a technology company offering mobility, deliveries, financial and enterprise services in Southeast Asia. She built Grab’s Singapore Public Affairs team, and led Regional Public Policy and Research, including engagements with industry partners like Microsoft to bring mobile-accessible digital learning to Grab’s driver partners across Southeast Asia. She also worked in the Singapore Ministry of Defence, and in non-profit organisations in Indonesia focusing on micro-financing for higher education, and in Israel on infrastructure investment for the Palestinian Territories.

Prof Annie Koh
Emeritus Professor of Finance (Practice) at Singapore Management University
Board Chair, Independent Director and Advisory Board MemberProfessor Annie Koh is Professor Emeritus of Finance (Practice) at Lee Kong Chian School of Business, Singapore Management University (SMU). She is a renowned conference speaker, panel moderator and commentator. She chaired the Asian Bond Fund 2 supervisory committee for the Monetary Authority of Singapore from 2005 – 2023 and is currently a committee member of Singapore’s Customs Advisory Council. She was appointed board member of Singapore Food Agency from April 1st 2023.
Professor Koh is currently Chairman of Prime US REIT and an independent director of AMTD IDEA Group, Mewah International Limited, Prudential Assurance Company Singapore Pte Ltd and Yoma Strategic Holdings Ltd. She serves as a board member of the non-profit organization EtonHouse Community Fund. Additionally, she has been appointed as an Advisory Council member of the Center for Sustainability & Private Wealth, effective 16 December 2024, and an Advisor for Cyber Youth Singapore in January 2025. She previously served on GovTech, Singapore’s CPF, K1 Ventures boards, and was a member of the World Economic Forum Global Future Council from 2019 – 2022, and the HR Industry Transformation Advisory Panel from 2018 – March 2023.
Professor Koh also advises selected single-family offices and privately owned enterprises such as Flexxon Pte Ltd., HMI Group, JKC4Life and TOP International, and startup company Pyxis Maritime Pte Ltd. She has been an investment committee member of iGlobe Partners since July 2010 and advisor to CUBE3 Ventures since October 2021.
Previously held leadership positions at SMU before January 2021 include Vice President for Business Development; V3 Group Professor of Family Entrepreneurship; Academic Director of Business Families Institute and International Trading Institute; Associate Dean, Lee Kong Chian School of Business; and Dean, Office of Executive and Professional Education.

Annisa Natalegawa
Senior Director, New Operations Strategy, Tony Blair Institute
Annisa is Senior Director, Global Advisory at the Tony Blair Institute for Global Change, a not-for-profit organization advising political leaders on strategy, policy, and delivery, unlocking the power of technology across all three. Under the global New Operations and Performance team, Annisa oversees the strategic design and execution of the Institute’s international expansion and leads coordinated efforts for new country activation.
Annisa has over 15 years’ experience in public policy and an in-depth knowledge of regional trade and political dynamics in Southeast Asia. She has an established network across government elite, donor agencies, and the private sector, spanning multiple industries including trade, logistics, energy, agriculture, and commodities. She is passionate about driving policy reform and commercial results through stakeholder engagement, strategic messaging, and navigating the political arena.
Prior to TBI, Annisa was Partner and Managing Director at public affairs firm Asia Group Advisors, where she grew the company’s client portfolio and regional footprint. Her work in the region started at the ASEAN Secretariat, with a focus on rule of law, nuclear disarmament
and regional peace and security.Annisa holds a Master of International Law from the Australian National University, and a Bachelor in Social Anthropology from SOAS in London.

Anuprita Bhomick
Head of Customer Experience, Platforms & Devices, Google
Anuprita leads Customer experience for Google Platforms & Devices. Prior to Google, she has led direct and channel sales, marketing, product and pricing at the world’s best tech companies – Intel, Apple, Yahoo, HP, Dell.
In her spare time, she teaches Artificial Intelligence at Google School for Leaders and at other universities. Anuprita has an Engineering degree from Mumbai University, an MBA from NUS, an Executive Masters degree from Insead and is currently studying for her third masters degree at Harvard University.

Prof Arnoud De Meyer
Professor Emeritus, Singapore Management University (SMU)
Chairman, Human Capital Leadership InstituteArnoud De Meyer is a global academic leader with more than 35 years of experience in top international institutions in Europe and Asia. Until December 2018, he served as President of Singapore Management University (SMU). He is also an internationally recognised empirical researcher in R&D and Innovation Management, Manufacturing Strategy and International Management.
Before joining SMU, Arnoud De Meyer was from 2006 until 2010 Director(Dean) of the Judge Business School at the University of Cambridge (United Kingdom), where he developed the MBA programme and launched the very successful EMBA and Master of Finance Programmes.
From 1983 until 2006, he was a faculty member at INSEAD and assumed between 1990 and 2006 several management positions e.g. that of Associate Dean of the MBA programme, Associate Dean for Executive Education, and Director of the Euro-Asia Centre. From 1998 until 2002, he was the founding Dean of INSEAD’s very successful campus in Asia (Singapore) and became then Deputy Dean for the whole of INSEAD. As such, he part of the team that transformed INSEAD from a mainly European Business School into one of the few truly global premier Business Schools.
As an academic who wants to bridge theory and practice, he consulted with large manufacturing corporations in Europe and East Asia. Arnoud De Meyer has been and still is an Independent Director of several companies in Belgium’ France, Singapore and Australia. He has also been a member of several Government panels and Management Boards in the United Kingdom, Belgium and Singapore. He served on Boards of non-profit organisations, most recently the Board of the Singapore Symphony Group.
A citizen of Belgium, Arnoud De Meyer graduated as an Electrical Engineer from the University of Gent (Belgium), where he also obtained a Master in Management and a Doctorate in Management. He was a visiting fellow at the MIT A.P. Sloan School and has been visiting professor at several Universities in the United Kingdom, Germany, Belgium and Japan.

Ambassador Ashok Mirpuri
Head, International Policy and Governance, Temasek Holdings
Mr. Ashok Kumar Mirpuri joined Temasek in September 2023 and is currently Head, International Policy & Governance. Prior to joining Temasek, Ashok was Singapore Ambassador to the United States from July 2012 to June 2023, where he represented Singapore’s interests in working with three U.S. Administrations.
His previous Ambassadorial roles were in Indonesia, Malaysia, and Australia. Ashok has engaged with governments at the highest levels and developed policy options under challenging circumstances.
Ashok holds a Master of Arts from the University of London’s School of Oriental & African Studies and a Bachelor of Social Science (Hons) degree in Political Science from the National University of Singapore.

Chua Weiling
CEO, One Hill Capital
Ms Chua Weiling is CEO of One Hill Capital, a single-family office headquartered in Singapore. She was instrumental in establishing the office and shaping its strategic investment and operational plans, introducing governance frameworks for family and investment activities, while overseeing portfolio construction, asset allocation, next-generation education, partnerships and operations.
A third-generation philanthropist, Weiling played a key role in founding the Chua Foundation, which focuses on impact giving in the disability and eldercare sectors. Committed to enabling persons with disabilities and seniors live dignified lives, the Foundation supports capacity-building initiatives and strategic programme funding. Weiling also established an endowment fund and governance structure to ensure accountability, driving lasting change.
Weiling has contributed her expertise as a member of IBF’s Private Banking and Family Office Workgroup, driving best practices to strengthen capability building in Singapore’s family office sector. She also served on the Board of Trustees for the Friends of the University of Warwick Trust, where she contributed to pioneering an endowment fund that enables underprivileged Singaporeans to pursue overseas education.
As an engaged mother of two spirited children, Weiling emphasizes legacy giving and family history, instilling values of gratitude, responsibility, and community impact in their upbringing.
Weiling holds an MA in Economics and MSc in Hotel Industry Studies from New York University, in addition to a BSc in Economics from the University of Warwick.

Choon Yen, Khoo
Director, Global People Operations and Technology, Workato
Choon Yen’s fascination with people, cultures and human connections informed her decisions throughout her life. She embraced the humanities and social sciences, earning a bachelor’s in Sociology and a master’s in Geography. Leveraging her Indonesian language skills honed during her undergraduate years, she took on an academic career studying Southeast Asian migration impacts on families and youths, publishing several peer-reviewed articles in leading journals and producing a short film on youth aspirations.
Choon Yen pivoted to the dynamic startup world, joining Workato (then a Series A startup) as their first HR/Operations hire globally. Working closely with the founders, she established Asia-Pacific operations by setting up new offices and diversifying talent streams. Under her leadership, Singapore became Workato’s second global headquarters housing the global R&D and Business Technology hubs. She also created the foundation for setting up various support functions in the Philippines, and expanding sales footprints beyond Singapore shores to ANZ and Japan. Expanding her reach beyond regional HR, Choon Yen now leads global people operations, crafting frictionless employee experiences. She champions Workato’s automation platform to design engaging employee journeys that foster high productive teams, personal career growth and well-being.
Outside work, she volunteers with organisations focused on youth education and empowerment. She also takes a keen interest in healthcare systems and ageing issues, believing that there is much work to be done to empower people to lead happier, healthier and fulfilling lives. Dickson Lim
Head of TT Foundation Advisors, Temasek Trust
Dickson joined Temasek Trust in March 2024 to establish Temasek Trust Foundation Advisors as its philanthropy advisory arm. He is a seasoned Senior Philanthropy Advisor, known for guiding prominent philanthropists across Asia in developing impactful strategies and legacies.
With extensive experience in healthcare, education, environmental and social services nonprofits, Dickson focuses on systemic solutions and innovative success. He mentors future philanthropists, helping them invest in sustainable programs for maximum impact. As a charity governance practitioner, he serves on Singapore’s Charity Governance Awards panel and mentors fundraisers across Asia. Dickson previously spent a decade in engineering, managing strategic investments in semiconductor manufacturing.

Edmund Twohill
Executive Director; Co-Founder, ImpactSG
Edmund Twohill is the Co-Founder & Executive Director of ImpactSG. ImpactSG’s mission is to grow and nurture a community towards purposeful giving in both Singapore and Asia. He started his professional career working in a range of roles while in the Singapore Armed Forces, including OƯicer Cadet School, Guards Units and in Joint Intelligence. He then moved to the private sector to take on digital related roles in DBS Bank. He had the privilege of working in both the Consumer and Institutional Banking Groups. It was here that he also helped to co-found ImpactSG as a ground-up initiative during the ForwardSG conversations.
Outside his current professional role, he sits on the Boards of the ASEAN Business Youth Association, Halogen and is on the School Advisory Committee of Temasek Junior College. He is also the Battalion 2IC of a Guards National Service (NS) Battalion that was involved in National Day Parade 2024. He is also actively involved in Grassroot activities at Moulmein Cairnhill where he leads their Wellbeing Circle among several other things.

Eugene Gay
Head of Tax- APAC, Middle East & Africa, Marsh McLennan
Eugene is the Head of Tax – Asia Pacific, Middle East & Africa for Marsh McLennan (“MMC”), the world’s leading professional services firm in the areas of risk, strategy and people. Prior to joining MMC, Eugene started his career in tax consulting before assuming regional tax lead roles in various companies and industries – oil & gas, private equity & asset management, business software & services, and pharmaceuticals & consumer healthcare. Eugene has 28 years of experience dealing with corporate taxes, indirect taxes, individual income taxes, transfer pricing, mergers & acquisitions, business restructuring, investments involving equity and debt financing, etc.
Eugene is currently a member of the Singapore Income Tax Board of Review, having been appointed by the Ministry of Finance from May 2019. He has also been a mentor with the Cherie Blair Foundation for Women’s “Mentoring for Women in Business” Programme since May 2017.
Eugene has assumed other notable appointments previously as well, including as a Board member of the Tax Executives Institute (“TEI”), Asia Chapter from 2016 to 2024 and was a past President of the TEI Asia Chapter from July 2018 to June 2020; a Team Leader within the Study of Tax Ecosystem & Practices in Singapore (STEPS) Committee commissioned by the Inland Revenue Authority of Singapore from February 2016 to March 2017; as well as a member of the Singapore Tax Academy’s Curriculum and Examination Development Committee from September 2018 to August 2024.

Fang Eu-Lin
Partner and Sustainability & Climate Change Practice Leader, PwC Singapore
Eu-Lin leads the Sustainability & Climate Change practice across PwC Singapore, drives the PwC Asia Pac Centre for Sustainability Excellence based in Singapore and is a member of global sustainability leadership teams at PwC. She is also the Asia Pacific Sustainable Finance Leader. Prior to assuming the Sustainability & Climate Change practice head role at PwC Singapore in 2016, she was a financial services specialist partner. She supports organisations in the real economy and financial sector across a range of sustainability priorities which include decarbonisation, climate and nature risk, reporting, assurance, sustainable supply chains, social, and financial services.
Eu-Lin graduated with a Masters in Public Administration from Harvard Kennedy School, Harvard University and is an alumnus of Harvard Business School. As a practicing Singapore Chartered Accountant, she believes that accountants can play an important role in fighting climate change and advancing sustainability in business and in the community.
She serves on a board and a committee under the Ministry of Sustainability and Environment, and served on the ACRA-SGX Regco Sustainability Reporting Advisory Committee and MAS Corporate Governance Advisory Committee. She is the Chairman of the Institute of Singapore Chartered Accountants Sustainability Committee which supports in capacity building, technical review of sustainability reporting standards and engaging the accounting community on emerging sustainability issues. She also serves of the board of the National Environment Agency, Temasek Polytechnic, National Institute of Early Childhood Education and the Singapore Institute of International Affairs.

Gurpreet Singh
Strategic Planning Lead, Borouge
Gurpreet Singh is a seasoned leader with over 15 years of experience in unlocking value across complex B2B industries and ecosystems. His expertise spans strategy, commercial leadership, and innovation, with a focus on driving sustainable growth and advancing technological solutions. Gurpreet has held global responsibilities in the petrochemicals, energy, and shipping sectors, where he has consistently delivered impact through strategic insights, operational excellence, and cross-functional collaboration.
Currently, Gurpreet serves as Strategic Planning Lead at Borouge, a leading petrochemicals company specializing in polyolefin solutions. In this global role, he drives functional and corporate business strategies, aligning cross-functional teams to identify growth opportunities and enhance sustainability initiatives. Prior to Borouge, he was the Chief Commercial Officer at RightShip, a maritime tech company advancing ESG initiatives within the shipping industry. At RightShip, Gurpreet built and led a newly formed Commercial vertical, providing strategic direction for global sales, marketing, and customer engagement, while driving a vision for safety and sustainability in the maritime ecosystem.
At Shell, Gurpreet held diverse responsibilities in marketing, technology, and project management. He spearheaded marine decarbonization initiatives, developed digital ventures, and introduced new products into global markets through data-driven strategies and innovation. He began his career at Maersk, completing the management trainee program and gaining experience in trade, operations, and commercial roles, where he honed his customer- centric approach and operational expertise.
Gurpreet holds an MBA from INSEAD and a Bachelor’s in Mechanical Engineering from the National University of Singapore (NUS). A firm believer in fostering the next generation of leadership, he actively mentors startups and contributes to thought leadership in sustainability and technology. He was also part of the inaugural SGLN Fellowship Program, which focuses on developing Singaporeans for global leadership roles. Outside of work, Gurpreet is passionate about community building, exploring innovative solutions, and empowering teams to navigate today’s complex business challenges.

Harshil Raisinghani
Head of Asia Pacific South, Comfort & Insulation, Evonik (SEA) Pte Ltd
Harshil Raisinghani currently serves as Head of Asia Pacific South for Comfort & Insulation (Polyurethane Additives) at Evonik. Prior to Evonik, he spent over seven years at Singapore’s Economic Development Board, driving strategic initiatives for the chemicals sector and managing major accounts with leading multinational corporations.

Jaime Ho
Editor, The Straits Times
Jaime is the Editor of The Straits Times, where he is responsible for all aspects of the newsroom’s operations and growth.
Before joining SPH Media Group in October 2022, Jaime’s career had spanned more than 25 years across journalism and the Singapore civil service. He served in the Ministry of Foreign Affairs between 1997 to 2013, overseeing issues such as bilateral relations with Europe and climate change, while also serving in Washington, D.C. and Geneva.
Jaime joined Mediacorp in 2013 as Associate Editor before becoming Deputy Chief Editor. He was appointed Chief Editor of CNA Digital in January 2016, a role he held until April 2022.
Under his leadership, the team successfully navigated a period of significant audience growth, and the platform won several accolades. Jaime also wrote extensively at Mediacorp and fronted several broadcast events for CNA.
From June to October 2022, Jaime was also a Partner at FGS Global, a global strategic advisory, where he led its Singapore office and its operations locally and regionally.
Jaime graduated from the National University of Singapore with a BA (Hons) in 1997, and also holds a Master in Public Management from the Lee Kuan Yew School of Public Policy in 2006.

Joel Shen
Head, Indonesia, Withers
Joel Shen is a partner in the corporate team at Withersworldwide. He also leads the firm’s Indonesia practice and the Withers Tech Asia team.
Joel advises corporate and venture capital clients in cross-border investments, acquisitions, and joint ventures. He has particular experience in the Indonesian market where his clients include technology majors, conglomerates, financial institutions, payment companies, and venture capital fund managers.
Joel is recommended by Chambers and Legal 500 for his work in M&A, start-ups and emerging companies in Singapore and Indonesia. He has been consistently listed by Chambers since its inaugural Fintech Guide as one of the Notable Fintech Practitioners in Indonesia.
Outside of legal practice, Joel is the vice chairman of the Singapore Chamber of Commerce in Indonesia, a faculty member of the Singapore Institute of Legal Education and tutor for the Advanced Corporate module of the Singapore bar course, as well as a non-faculty lecturer at the Law and Business Faculties of the University of Indonesia, and Universitas Pelita Harapan.

Kulwant Bardh
Head of Strategic Partnerships, Nanyang Business School, Nanyang Technology University
Born and bred in Singapore, Kulwant brings over 30 years experience in Asia and USA spanning start-ups, mid-sized SMEs and Fortune 500 companies in business, technology and HR with specialisations in Talent, L&D, OD and Culture spanning the financial services, professional services and information technology sectors.
Kulwant has led three companies from red to black in P&L roles and been involved in five M&As during his career. His past roles include regional roles at Mercer, DDI, Aon, CEO Knolskape, SVP Marsh McLennan and Group Vice President, FWD Insurance.
He has an MBA from the University of Chicago, is a Fellow Chartered CIPD professional, a certified professional PCC coach from ICF and has been an adjunct faculty at several universities.
Kulwant speaks five languages and one Chinese dialect and is a psychometrics assessment and techie geek at heart. Dr. Lee Hui Mien
Head of Group Environmental Sustainability, Singtel
Dr. Lee Hui Mien is the Head for Group Environmental Sustainability with the Singtel Group. She is responsible for the environmental sustainability strategy and leads the environmental initiatives for Singtel including working with various business units to integrate sustainability into their everyday work including leading the net-zero work within Singtel Group. Since joining Singtel, she has co-authored Singtel first TCFD standalone report and developed the Singtel 4D Environmental Sustainability Strategy for Singtel’s climate aspiration.
Externally, she is actively supporting other organisations including assuming the role of Deputy Chair for the Nanyang Polytechnic(NYP) Engineering Advisory Committee and a member of the NYP Sustainability Advisory Committee, member of the Nanyang Technological University Graduate College Advisory Board, Chairperson for the Sustainability Focus Area of IMDA Telecommunications Standards Advisory Committee (TSAC) and member of the Institute of Singapore Chartered Accountants Sustainability Committee.
Hui Mien was from the pioneer batch of AGS scholars and graduated from NTU with Ph.D (EEE). She started her career as a research scientist in sustainable product development with A*Star SIMTech in 2007, after which she spent 2 years working as post doctoral fellow in Rochester Institute of Technology and Linkoping University. Subsequently, she moved from research to retail where she headed up sustainability for IKEA Southeast Asia before joining the development cum conservation sector in her previous role as VP for sustainable solutions with the Mandai Wildlife Group. For her work in Mandai, she was recognized as the pioneer batch of Eco-Business “A” lister in 2019. As a trained circular economy professional, her interest has always been on product life cycle management and supply chain sustainability issues.

Ou GuoJian
Deputy Vice President, Sustainable Solutions, Mandai Wildlife Group
Guojian oversees sustainability strategies for the precinct of Mandai Wildlife Reserve where development and rejuvenation efforts are underway. He works with an interdisciplinary team from Mandai Wildlife Group to shepherd the precinct towards net-zero by FY2050.
An engineer by training, Guojian has combined his technical expertise and his experience in public policy to launch initiatives to reduce the Group’s carbon emissions. These include the establishment of one of Singapore’s largest public electric-vehicle charging locations and the installation of solar panels across the precinct. Guojian also oversees a team that audits the precinct’s environmental management plans to ensure that the projects are developed in an environmentally responsibly fashion while meeting quality and timeliness standards.
In a previous role with the Group, Guojian worked on cross-cutting strategy issues including the management of enterprise risk, and represented the company in negotiations with stakeholders.

Rahayu Mahzam
Minister of State for Health and Digital Development & Information
Mdm Rahayu Mahzam is the Minister of State at the Ministry of Digital Development and Information, where she focuses on the Ministry’s digital inclusivity efforts and protection of Singaporeans against online harms. She is concurrently the Minister of State at the Ministry of Health. Her area of work includes healthcare financing, promotion of healthy lifestyle and child and maternal health.
She previously served at the Ministry of Law and then-Ministry of Communications and Information (renamed as Ministry of Digital Development and Information on 8 July 2024). Prior to her political appointment in September 2020, Mdm Rahayu was a lawyer, specialising in family law.
Mdm Rahayu is a Member of Parliament for Jurong GRC and oversees the Bukit Batok East Division. She is passionate about supporting residents in need and developing opportunities for people to come together to help one another. She has introduced many social programmes in Bukit Batok East, to help families, support students and uplift women. Her initiatives with volunteers have also led to Bukit Batok East being recognised as a Dementia-Friendly Community in Singapore.
In Parliament, Mdm Rahayu has championed the interests of the special needs’ community, youth development, as well as efforts in empowering women and preserving a strong multi-racial and multi-religious community.
As Deputy Chairperson of the REACH Supervisory Panel, Mdm Rahayu is closely involved in REACH’s efforts in seeking feedback from the public on national policies and issues. She also contributes nationally through other committees, including the OnePeople.SG Executive Committee and the National Youth Council. She leads the M3 Youth empowerment and mentoring efforts as well as the promotion of healthy lifestyle in the Malay/Muslim community. Mdm Rahayu was one of the co-chairs leading the efforts of the Conversations on Women’s Development. The discussions culminated in a White Paper which was presented in Parliament in May 2022. She also co-chaired the Singapore Together Alliance for Action to tackle online harms, especially those targeted at women and girls. Mdm Rahayu was also involved in the Child and Maternal Health and Well-being Taskforce, as well as the Inter-agency Taskforce on Mental Health and Well-being.

Ravi Alfreds
Regional Director, Government Relations - ASEAN, RTX
Ravi Alfreds is the Regional Director for Government Relations for RTX, the world’s largest aerospace and defense company. In that capacity, he acts as the strategic interface with government customers. Prior to joining RTX, Ravi was the Head of Government Relations and Public Affairs at the Alliance to End Plastic Waste, an environmental non-profit headquartered in Singapore, and performed a similar role with the American Chamber of Commerce in Singapore.
Ravi served in the Singapore Foreign Service for 10 years, rising to be Deputy Chief of Mission of the Singapore Embassy in the United Arab Emirates. At headquarters, he handled various issues of bilateral and multilateral concern, serving in the Americas, International Economics, Middle East and North Africa, and International Organizations directorates. He has represented Singapore in various international fora such as APEC, G20, IAEA, IRENA and other UN fora across the course of his career.
Ravi has a Bachelor of Arts in International Affairs from the Elliott School of International Affairs of the George Washington University, where he was awarded the GW Alumni Association Award on graduation. He also has a Master of Arts in Security Policy Studies from the Elliott School.
Ravi is one of 60 inaugural Singapore Leaders Network (SGLN) Fellows, a fellowship designed to groom senior Singaporean business leaders supported by the Economic Development Board of Singapore. He also serves as the Co-Chair of the Government and Regional Affairs Committee of the American Chamber of Commerce (AmCham). Ravi Menon

Singapore's Ambassador for Climate Action and Senior Adviser (National Climate Change Secretariat)Mr Ravi Menon has a portfolio of work in sustainability, innovation, and inclusion.
Mr Menon is Singapore’s first Ambassador for Climate Action and Senior Adviser to the National Climate Change Secretariat at the Prime Minister’s Office. He plays a leading role in Singapore’s efforts to foster collective action internationally and transition planning locally towards a low-carbon future. He is also Chairman of the Glasgow Financial Alliance for Net Zero (GFANZ) Asia-Pacific Advisory Board and a member of the GFANZ Principals Group.
Mr Menon is Chairman of the Global Finance & Technology Network, a not-for-profit company which harnesses technology and fosters innovation for more efficient, resilient, and inclusive financial ecosystems globally. He is also a Trustee of the National University of Singapore (NUS) and Chairman of its Innovation and Enterprise Committee; and a Senior Fellow at the Civil Service College.
Mr Menon is Chairman of ImpactSG, a start-up charity which aims to grow a community of purposeful givers in Singapore and Asia. He is also a Board Member of The Majurity Trust, a philanthropy which deploys cause-based funds to address social needs; and a Trustee of the Singapore Indian Development Association, a community self-help group. Prior to his current roles, Mr Menon served for 36 years in the Singapore Public Service.
As Managing Director of the Monetary Authority of Singapore (2011-23), Mr Menon oversaw monetary and macroprudential policies, reformed the financial regulatory framework, and developed Singapore as a green finance centre and a global FinTech hub. On the international front, he served as Chairman of the Network of Central Banks and Supervisors for Greening the Financial System and Chairman of the Financial Stability Board Standing Committee on Standards Implementation. As Permanent Secretary at the Ministry of Trade & Industry (2007-11), Mr Menon helped to steer the economy during the global financial crisis. As Deputy Secretary at the Ministry of Finance (2003-07), he oversaw fiscal policy and government reserves.
Mr Menon is a recipient of the Meritorious Service Medal from the Singapore Government, the Distinguished Alumni Award from NUS, and the Distinguished Leadership and Service Award from the Institute of International Finance in Washington. Mr Menon holds a Master’s in Public Administration from Harvard University and a Bachelor of Social Science (Honours) in Economics from NUS.

Mr Sim served as an examiner for the UK Chartered Institute of Taxation and a member of the Advanced Diploma in International Taxation Committee and has lectured at, inter alia, the Master of Tax programme at the University of Social Science, University of Leiden’s Executive Tax Programs, Fudan University, University of Vienna and International Bureau of Fiscal Documentation’s (IBFD) programs and has spoken at various conferences in London, Paris, Berlin, Vienna, Miami, Johannesburg, Mumbai, Beijing and Paolo Alto. Dr. Swapna is an associate faculty with the Singapore University of Social Sciences. She also heads the Healthcare Workgroup of the Smart Cities Network (SCN) and is currently involved in SCN’s outreach and projects in Malaysia and the Philippines.
Prior to starting her company, Dr. Swapna was in management role with the Civil Service College, Singapore (CSC). Her portfolio included leading teams and providing advisory support for service management consultancy projects, designing and curating milestone programmes for the public service leadership since July 2013.
Dr. Swapna is a board member of Sree Narayana Mission, Singapore (SNM) that does charity in the eldercare sector. Swapna was the President of SNM from 2011 – 2015. She currently chairs two SNM sub-committees: Smart Nursing Home Taskforce and the Eldercare Services Management Sub-committee.

Terry Tan

Terry Tan is currently the Chief Executive Officer (CEO) for Country Foods Private Limited, and Senior Vice President (SVP) for SATS Limited. Country Foods is a 100% SATS-owned company that deals with food sourcing and procurement, manufacturing, sales and marketing, brands, and logistics and distribution. Previously, he was the CEO for Emporion Foods, a Temasek-SATS start-up business unit, and prior to this, the Managing Director (New Business), SATS Ltd.
Before joining SATS Ltd, he served in the Singapore Government and the Singapore Armed Forces (SAF). He was the SAF’s Commander CSSCOM who was responsible for the Supply Chain and Logistics, Engineering and Maintenance, Transportation and Freight, Medical Services and CSSCOM Training. Concurrently, he led the innovation, sustainability and governance mandates for the Singapore Army. He also supported International/National-level efforts, participated in overseas military exercises and operations, and contributed to national crisis and contingencies. These included Humanitarian and Disaster Relief (HADR) operations, Exercise WALLABY 2010, National Parade 2009, State Funeral for the late Mr Lee Kuan Yew in 2015, Trump-Kim Summit in 2018 and Singapore’s fight against COVID-19. He was also instrumental in the strengthening of defence relationships and collaborations with his military counterparts across the world. His other significant appointments included Chief Logistics (Head Joint Logistics Department) and Chief Human Capital (Head Joint Manpower Department) for the SAF and Chief Supply Chain Officer (Chief Supply Officer) for the Singapore Army.
